Abstract
The paper studied none promotion policy in Nigerian tertiary educational institutions, its nature, causes of students poor academic performances, effects and remedies. The study adopted descriptive research design. Four research questions guided the study. The study was carried out with the use of a 26-item questionnaire structured by the researchers. The instrument was face validated by 3 experts, while the reliability of the instrument was obtained through test-retest procedure which yielded 0.76 coefficient. The study used a sample size of 250,000 staff. The study found among others that teachers were responsible for students’ academic performances; that none promotion of staff is responsible for poor quality of tertiary educational institutions in Nigeria and poor quality of graduates from Nigerian tertiary educational institutions. The study ended with some useful recommendations to include, total removal of all forms of restriction on staff promotion and adoption of a standard uniform criteria in promotion in all Nigerian tertiary educational institutions.
